“This past week I have spent many days in the barrios of the Chacarita (a section of Asuncion near the Rio Paraguay) interviewing people who have either been displaced by the flooding or who were spared displacement but have lived for decades with the risks of the complete lack of drainage infrastructure.  The notion of risk, and how it is defined and understood by the local population, is the portal through which I am conducting my interviews. I am trying to understand whether, where and how the reality of dangerous, incomplete infrastructure factors into the concerns and priorities of people who face more pressing daily struggles of poverty and political exclusion.”
