“As an office tasked with advancing “innovation” within federal government, the Office for International and Philanthropic Innovation must argue the relevance of new approaches to service delivery. Pay for Success is one example, where state or local governments enter a contract with multiple partners (investors, service providers, intermediaries, and auditors) to build a new service delivery system. A successful Pay for Success model will fulfill the following aims: paying back the investor, improving services to the target population, and when successful, will ultimately save government resources. An example close to home is Roca, a youth services provider in Chelsea, MA.”
